Canon Point: Post-"In the Shadow of Two Gunmen"
Age: 52-ish
Description: Surly old man, and it shows. Thinning grey hair, plenty of 'age lines' on his face. Gravelly voice that sounds like he's been around a while. He walks with a bit of a shuffle from a war injury.

Status: we'll let him be alive for now
The Pitch: Does there need to be a more nefarious plot than torturing Josh Lyman? Because that's pretty much his raison d'être in this case. He'll be a bit of a snarly, snarky ass to just about anyone, but it's gonna burn Josh's ass that Leo gets to go home.
There is also the big block of cheese:
Leo McGarry: Andrew Jackson, in the main foyer of his White House had a big block of cheese.
Toby Ziegler: Huh.
Leo McGarry: I am making a mental list of those who are snickering, and even as I speak I am preparing appropriate retribution. The block of cheese was huge - over two tons. And it was there for any and all who might be hungry.
Toby Ziegler: Leo, wouldn't this time be better spent plotting a war against a country that can't possibly defend itself against us?
Leo McGarry: We can do that later, Toby. Right now I'm talking about President Andrew Jackson.
Sam Seaborn: Actually, right now, you're talking about a big block of cheese.
Leo McGarry: And Sam goes on my list!
Sam Seaborn: And what about Toby?
Leo McGarry: I'm unpredictable. Jackson wanted the White House to belong to the people, so from time to time, he opened his doors to those who wished an audience.
Mandy Hampton: And then he locked the doors behind them and made them eat two tons of cheese.
He may tell everyone of the big block of cheese. He may advise everyone to ask Josh about it (since he would know). He may attempt to institute the 'meet with people you may not ordinarily give audience to' day (Which is likely to put him on Brimstone's list. He won't care.)
Considering he's been dropped randomly into Hell, he may relapse, breaking several years of sobriety from alcohol and/or Valium. It'll also be shortly after the shooting in Rosslyn, VA where Josh and The President were shot, which may contribute to some 'angst' on Leo's side of the fence.
